Santiago Rojas Arroyo
Representative of CAF -Banco de Desarrollo de América Latina- in Argentina.
Santiago Rojas Arroyo, from Bogot, lawyer of the Javeriana University (1990) with postgraduate in Negotiations and International Relations of the Universidad de los Andes (1993).
He is currently the representative of CAF -Banco de Desarrollo de América Latina- in Argentina.
He has held several positions in the Colombian public sector: Minister of Commerce, Industry and Tourism (2013 – 2014); General Director of National Taxes and Customs -Dian- twice (2001 – 2002 and 2014-2018). During the years 2010 and 2013, he was President of the Foreign Trade Bank BANCOLDEX and member of the boards of Leasing Bancoldex, Proexport and Segurexpo.
Previously he served as Vice Minister of Foreign Trade after serving as General Director of Foreign Trade of the Ministry and Director of the Colombian Institute of Foreign Trade -INCOMEX. He was an advisor to the Colombian Mission to the World Trade Organization in Geneva, Switzerland and an independent consultant to the Colombian government on legal issues for the negotiation of FTA with the United States. He was also an alternate representative before the Commission of the Cartagena Agreement and Legal Consultant of the General Secretariat of the Andean Community in Lima, Peru.
In the private sector, he has been a partner of the law firm Rojas Arroyo Consultores in tax, customs and international trade issues and the firm Ibarra, Prías and Rojas. He was an associate lawyer at Brigard & Urrutia. He was Director of the Good Government Foundation and professor of the chair of international commerce in the Faculty of Law of the Pontifical Javeriana University.
He is the author of the book “The Rules of the game of TLC”, Editorial Planet (2013) among other publications in international trade and author of the novel “Insatiable man”.
