Oscar Gonzalez is Undersecretary for Regulation of the Information and Communications Technology Secretariat (ICT Secretariat), leading the regulatory team responsible for the formulation of telecommunications and ICT.regulations, as well as the revision and updating of the ICT regulatory framework.
He coordinates the Working Group of Internet Services at the ICT Secretariat, to promote Internet connectivity and innovation – including IoT, M2M, adoption of IPv6 and Big Data – and assess the impact of innovation in the regulatory framework.
He is also incharge of articulating Internet Governance initatives, with a multistakeholder approach, including the participation of the Argentine Government in IGF, LAC IGF and IGF Argentina.
At the international level, he has participated in various forums, meetings and international, regional and sub-regional conferences, including the Plenipotentiary Conference of the ITU (1994 and 2018); the Assembly of the Inter-American Telecommunication Commission – CITEL (1994), the World Telecommunication Development Conference – WTDC (1994), the World Radiocommunication Conference of the ITU (1997), IGF Argentina (2016 and 2017), IGF (2017), LAC IGF (2018). He chaired the ITU World Telecommunication Development Conference – WTDC held in Buenos Aires (Argentina) in 2017.
Oscar Gonzalez is a lawyer. He graduated with a Law degree from the National University of Cordoba (Republic of Argentina), and has a Master of Laws degree at the University of Maastricht (The Netherlands).
He is a former chairman (2006 – 2007) and currently member of the Board of the Telecommunications Law Association of Argentina.
