He is one of the most prominent telecommunications sector analysts in Latin America. He has a Law Degree from the National Autonomous University of Mexico (UNAM). He has been a professor of State Theory, Administrative Law, Institutions of Public Law and Communication Law at the UNAM Law School; of the Autonomous Institute of Mexico (ITAM), of the Law School of La Salle University and the School of Communication of the Universidad Anáhuac del Sur.
He was Secretary General of the Mexican Association of the Right to Information A.C. (AMEDI) and Coordinator of the Cultural Policy Program of the Mexican Academy for Law, Education and Culture A.C. (AMEDEC).
His academic and professional activity is developed around the Law of Communication, Telecommunications, Information Technologies and Cultural Policy. He has been invited to give lectures on these topics in Brazil, Spain, Germany, Costa Rica, Colombia, China, Sweden and before the Senate of the Argentine Republic.
He is a contributor to the newspaper Reforma, Forbes and has published articles on the subject in the Mexican Journal of Private Law, Mexican Journal of Law and Culture, the “Notebooks” of the Institute of Legal Research of the UNAM and the Mediatelecom site.
He has had the opportunity to create and manage various companies in the field of communication, public and private. For 20 years, he has participated in the MIPCOM, MIP-TV, MEDIANET, Mobile Congress (Barcelona), Futurecom (Brazil) and MIDEM markets for copyright, music, television, telecommunications and new technologies. He has been advisor to the Presidency of the National Council for Culture and the Arts of Mexico, in the field of Culture, Development and Information Technology; as well as the Commission of Radio, Television and Cinematography of the Senate of the Republic of Mexico.
He is President of Digital Policy & Law, one of the most influential consulting firms in Mexico and Latin America, in the area of public policies and regulation of Telecommunications and Information Technologies. He is currently the Executive Secretary of the Regional Telecommunications Congress, which is organized by AHCIET, GSMA and CAF every year and brings together the main regulatory bodies and Spanish-speaking ICT authorities.
