Head of Latin America, GSMA
Sebastián is the Director of the GSMA Latin America regional office, responsible for representing and leading GSMA’s activities in the region.
Sebastián joined the GSMA in 2006, taking on mobile broadband issues as well as spectrum in developing countries, based in Latin America. He is often consulted by government agencies and mobile operators in public telecommunications policy and is currently a member of the Spectrum National Committee of Colombia. Before joining the GSMA, Sebastian worked as a consultant in public and private international organizations including TechPolis, the Ministry of Foreign Affairs of Argentina and the Organization of American States. It has a Masters in International Relations from the University of California, San Diego (UCSD), and a BA in Economics from the Universidad Nacional del Sur (Argentina).
In 2003, he was honoured with a Fulbright scholarship.
