Guillermo Cruz is a specialist in technology policy and digital economy. He is Civil Engineer from the University of Los Andes in Colombia and Master in Economics from this University. He has a Master´s Degree in Technology and Policy from the Massachusetts Institute of Technology (MIT). He has served as Chief of the Divisions of Telecommunications, Transportation, and Water Supply of the National Planning Department of Colombia. Additionally, he has been an advisor to the Communications Regulatory Commission and Advisor to the Global Broadband Program of the United States Agency for International Development. Between 2010 and 2012, he was the Manager of the COMPARTEL program (currently, Infrastructure Directorate) at the Ministry of Information and Communications Technologies in Colombia. He is currently an independent consultant and external advisor to this Ministry.
